Both major parties acted like pigs at the trough as the housing bubble got bigger. They all wanted a cut of the money that came from rapid and unsustainable development. They both did their part to wipe away regulations that would have prevented this entire mess. The mess you are having out in California is very similar to the mess we are having here in Florida right now. These states are raising taxes out of necessity. They have exhausted all other alternatives. They have already cut as many teachers as they can possibly cut. They have already laid off as many firefighters and police as they can possibly lay off. They have also tightened the belt on all administrative costs. They have already done all of this. You must remember the reason why the tax rates were so low in local communities is because people kept on moving to those communities during the unsustainable housing boom.
