I think all internet user are tracked of america even their email, saying, blogs etc. Even the presidents, senators, prime ministers etc. has have email or etc. pc laptops, And I think america is great in technoly, i know there’s some where there whas tracing or tracking high elected people of many countries, stealing theirs plans, etc. But this is only my guest..

I think you are right that most internet users could be tracked. Mostly, however, they are tracked by companies trying to sell them something.
More expert computer users can avoid being tracked. I think Presidents and Prime Ministers will hire these experts to protect their privacy.
Yes, a lot of spying can be done by the internet.
Another way the internet can be used in war, is that the enemy can send false messages to mislead you.
Another is to jam or sabotage the internet to keep somebody from getting vital information on time.
And of course the internet is good for communication and for propaganda.
Now, even guerrilla fighters in remote locations use the internet.
