Mostly, however, they are tracked by companies trying to sell them something. More expert computer users can avoid being tracked. I think Presidents and Prime Ministers will hire these experts to protect their privacy. Yes, a lot of spying can be done by the internet. Another way the internet can be used in war, is that the enemy can send false messages to mislead you. Another is to jam or sabotage the internet to keep somebody from getting vital information on time. And of course the internet is good for communication and for propaganda.
